Microsoft Powertoys Image Resizer is a computer program that allows users to resize images.

The most impressive thing about this image resizer is the fact that you don't lose image quality when you resize the image. There are probably some people who can tell that there's a blurry pixel or two, but most users aren't going to find a problem. Even more impressive is how fast the program works. Click a few buttons and you're off - you'll get the pictures resized, and no further issues. This is a solid program that is easy for any user to use.

When it comes to problems with this program, there are nitpicks and there are real issues. The nitpick, of course, is that the program looks like an old Windows XP program and that no one has done any graphical touch-up in decades. This is a symptom of the bigger problem though - the program just won't install normally on anything newer than Windows XP. Yes, you can fix this by messing with some settings, but that's an unforgivable sin in today's plug and play world.

This image resizer is very good at what it does, but it needs a lot of love to be brought into the modern era. The fact that you have to go into backwards compatibility mode to install the program on an OS created in the last decade is a huge problem, and it's something that stops this program from being an automatic recommendation. If you need an image resizer and you are willing to do the work though, you can do far worse than Microsoft's program.
